Strategy is what you do when you don’t know. It’s just a fancy Greek word for “educated guesswork”.
Chess heuristics (elements of strategy) are not rules, but suggestions where to look. “Rooks belong on open files.” Sometimes. It’s a good place to start looking for an answer, perhaps as good a place as any, perhaps not.
